Role Purpose
The Test Manager – IFMIS Quality Assurance and Quality Engineering Lead will be responsible for managing and overseeing all testing and quality engineering activities for the Integrated Financial Management Information System (IFMIS) implementation. The role will lead end-to-end quality assurance efforts across functional, integration, data migration, security, performance, automation, and User Acceptance Testing streams while ensuring alignment with public financial management requirements and regulatory standards.
The role will act as the central point of coordination between the client, implementation partners, system integrators, business stakeholders, and testing teams to ensure the delivery of a secure, reliable, compliant, and production-ready system.
Key Responsibilities
Define and maintain the test strategy, master test plan and quality gates for the IFMIS programme across functional, integration, system, regression, performance, security, data-migration and user-acceptance testing.
Lead, mentor and manage the test team (senior, functional and automation engineers), allocating work, setting standards and managing capacity against the delivery roadmap.
Apply risk-based test prioritisation to focus effort on high-impact financial workflows such as commitment control, bank reconciliation and period/year-end close.
Establish and govern test environments, test data management (including masked / anonymised production-like data) and configuration alignment with the IFMIS environments.
Own defect management end-to-end: triage, severity/priority classification, root-cause tracking and resolution governance with development and vendor teams.
Plan and coordinate User Acceptance Testing with Ministry of Finance, Treasury, Accountant General and other stakeholders, including sign-off criteria and traceability.
Define and report quality KPIs and metrics (coverage, defect density, escape rate, automation %, test execution velocity) to programme governance and steering committees.
Ensure testing coverage across IFMIS functional domains including General Ledger, Budget Management, Treasury Operations, Procurement, Accounts Payable/Receivable, Asset Management, Payroll, Revenue Collection, and Financial Reporting
Ensure testing demonstrates compliance with applicable standards (e.g. IPSAS / cash or accrual government accounting, audit-trail and segregation-of-duties requirements) and with information-security controls.
Manage relationships with the system integrator / vendor, and ensure contractual quality and acceptance obligations are met.
Drive adoption of AI-enabled Quality Engineering practices including intelligent test generation, predictive defect analysis, self-healing automation, risk-based test optimization and AI-assisted reporting while ensuring governance and compliance of AI capabilities.
Govern end-to-end integration and interface testing across external government systems, APIs, middleware platforms, and third-party services.
Oversee data migration testing strategy including reconciliation, completeness validation, data quality assessment and sign-off for legacy-to-target migrations
Coordinate release readiness assessments and environment management activities to ensure stable and production-like testing environments.
Required Qualifications & Experience
Bachelor's degree in Computer Science, Information Systems, Engineering or a related field (Master's an advantage).
Demonstrable track record managing testing on large-scale ERP, financial or public-sector systems (IFMIS, SAP, Oracle, FreeBalance or equivalent).
Strong command of test management and ALM tooling (e.g. Jira / Xray, Zephyr, Azure DevOps, HP ALM / qTest) and of both Agile and structured (V-model / hybrid) delivery.
Experience defining test governance for systems with strict audit, security and regulatory obligations.
Excellent stakeholder management, reporting and team-leadership skills.

ISTQB Advanced Level – Test Manager (CTAL-TM)
PMP and / or PMI-ACP (project / agile delivery management)
Preferred:
Certified ScrumMaster (CSM)
ISO 27001 Lead Implementer or Lead Auditor
Public Financial Management (PFM) certification or equivalent domain credential
ISTQB Certified Tester – AI Testing (CT-AI)
